A Lahore High Court judicial commission held that the examination chairmen and controllers of all eight Boards of Intermediate and Secondary Education of Punjab (BISE) were responsible for the failure of presenting error-free, on-line intermediate results.
The commission held that BISEs were autonomous bodies and that they had full control of their monetary matters, but no one had raised an objection over the appointment of Dr Majid Naeem, a former IT consultant, with the responsibility of computerising examination systems of all boards. Dr Majid Naeem changed face-pages of answer sheets, which could not be followed by teachers and students, and also abolished the system of putting fictitious roll numbers.
